In an effort to make the public aware of the high risk offender, notices are mailed out by the Texas Department of Public Safety.
Not all offenders have a risk level. If an offender is released from a penal institution or has been adjudicated as of January 1, 2000 and registration is required of the offender, they must be assigned one of the following risk levels:
Civil Commitment: Repeat sexually violent offenders who suffer from a behavioral abnormality which makes the person likely to engage in a predatory act of sexual violence. These offenders are monitored closely by the law enforcement community 24 hours a day.
High: A designated range of points on the sex offender screening tool indicating that the person poses a serious danger to the community and will continue to engage in criminal sexual conduct.
Moderate: A designated range of points on the sex offender screening tool indicating that the person poses a moderate danger to the community and may continue to engage in criminal sexual conduct.
Low: A designated range of points on the sex offender screening tool indicating that the person poses a low danger to the community and will not likely engage in criminal sexual conduct.
High Risk Public Notice: The Texas Department of Public Safety is required to send a High Risk Notice to every residence within a 3 block radius of the address of any Civil Commitment and High Risk Level offender who was adjudicated as of January 1, 2000. (A one mile radius is required for rural addresses.) A notice will not be mailed out if the High Risk Offender was adjudicated before January 1, 2000.
